The art of spending other people's money

$10 000, mainly from taxes, spent on painting a silo to attract a few extra drive through customers to the dying Victoria town of Brim. 
As expressed by the mayor, and in common with much so-called artistic "investment", the expectations of return for this expenditure could not be much lower: “If the pub sells another beer and the shop sells an ice cream, we’re happy with that,” he said.
Completely expected response from someone spending other people's money.
I would be more impressed if the town had crowd funded the project themselves. Luckily, the work is far more interesting than the usual postmodernist crap.
